Thousands of teachers at the elementary, secondary, and college levels can testify that th
eir students' writing exhibits a tendency toward a superficiality that Wash't seen, say 10 or 15 years ago. It shows up not only in their lack of analytical skills, but in poor command of grammar and rhetoric. I've been asked by a graduate student what a semicolon is. The mechanics of the English language have been tortured to pieces by TV. Visual, moving images—which are the venue of television—can't be held in the net of careful language. They want to break out. They really have nothing to do with language, grammar, and rhetoric, and they have become fractured.

Recent surveys by dozens of organizations also suggest that up to 40% of the American public is functionally illiter- ate. That is, our citizens' reading and writing abilities, if they have any, are impaired so seriously as to render them, in that handy jargon of our times, dysfunctional. The reading is taught - TV teaches people not to read. It renders them incapable of engaging in an activity that now is perceived as strenuous, because it is not a passive hypnotized state.

Passive as it is, television has invaded our culture so completely that the medium's effects are evident in every quarter, even the literary world. It shows up in supermarket paperbacks, from Stephen King (who has a certain clever skill) to pulp fiction. These really are forms of verbal TV-literature that is so superficial that those who read it can revel in the same sensations they experience when watching television:

Even more importantly, the growing influence of television, Keman says, has changed people's habits and values and affected their assumptions about the world. The sort of reflective, critical, and value laden thinking encouraged by books has been rendered obsolete. As a group of young African immigrants struggles to adapt to life in the United States, an
after-school drama program at White Oak Middle School aims to make their lives easier by first making them a little harder.

Project X is a program that uses drama, dance, poetry and other creative outlets to help students discuss the tough and sometimes painful problems they face as pre-teen immigrants with significant language barriers. A final unveiling of their creation will be performed for friends and family at the end of the year at Imagination Stage.

Wanjiru Kamau, coordinator of White Oak's African Club said it's important to give troubles to group members to help them find their place at the school. "It comforts those who are uncomfortable, and it discomforts those who are comfortable," Kaman said of Project X.

Kamau teamed up with Imagination Stage after she noticed that many African students seemed uncomfortable talking about problems, such as being laughed at by their fellow students about how they look and talk. When most of the kids join the club, they speak little or no English, Kamau said. Each week, the club typically draws five to 10 students who are originally from Africa for discussion sessions and the Project X program.

"We're going to express ourselves through our words and our actions, and that's powerful," said teaching artist Meg Green as she introduced fill-in-the-blank poems the students wrote about their identities.

One student, Franck Ketchouang, 13, wrote, "I am from the world; I am love," which drew oohs and aahs from the group. Ketchouang has been in the United States less than a year, said Program Coordinator Chad Dike. When Ketchouang started attending Project X, he had been in the United States for two months and spoke no English. Now he's one of the group's most outgoing members and helps translate instructions from English to Creole for the group's newest member, who is from Haiti.

Many people will give up when there's a language barrier, "but these students prove them wrong," Kamau said. "You do have something to give. You are important. When TV, media, etc. are bringing them down, this program is bringing them up."

Is there any evidence that the standard of English as a foreign language has improved in t
he years since the Second World War? Naturally, as it is the world language, more and mere people are taught it and use it. But do they speak it or write it or understand it better than their patents' or grandparents' generations?

Have standards declined? There is no objective way of answering this question. Tests of the traditional sort— compositions, pr6cis writing, and so on—have always been subjective, so they cannot be used to judge whether people have got better or not over the years. But so-called objective tests are useless as a measure of progress too. They have not been used consistently in the same "concentration" over the period they have been in use, so there is no way of comparing exams "now" and "then". Moreover, usually in the form. of multiple choice questions, they do not, by and large, test the things that really count in mastering a language. Even comprehension is a partly "creative" activity in real life, as we have to think of possible meanings for ourselves rather than have them suggested for us from outside. And people can be trained in the techniques of multiple choice, while others fail the tests because they have been led astray precisely by their "suggestive" nature, so they are not really objective at all. We are left with only personal impression to go on.

My own is that, if anything, standards have declined somewhat in the last thirty or forty years, despite all the new theories, tools and techniques that have been developed. I am not alone in this judgment In Sweden, for instance, Professors Johannes Hedberg and Gu.slav Kofien, two of the most experienced workers in the field; have on several occasions drawn attention to the lack of progress in the teaching of foreign languages since the late fifties. Yet Sweden is a sophisticated society with extremely high educational and academic standards, and very concerned not to be cut off from the rest of the world. If such a country cannot achieve advances in the study of foreign languages, it is unlikely that many, if any, others have done so.

Japan is another community where remarkably little progress has been made in the learning of English. It is probably as important for Japan as for Sweden to master that language, and there is much academic effort put into linguistic research of various kinds. Yet the average standard of language learning is abysmally low, particularly for such a highly literate and educated society. This is no doubt in part the result of a vicious circle: many of the professors of English at Japanese universities are themselves incapable of speaking or writing or even understanding the language well.

A Russian Experience

It was almost midnight, yet the streets were bathed in a soft, shimmering light. The sun had just gone down and twilight would soon give way to night. We were strolling along the Nevsky Prospekt, a wide avenue stretching four kilometres and filled with people, music and street entertainers. This was St. Petersburg in August and it seemed the city was out to celebrate the long summer nights. We had just left the home of newly found Russian friends and after a wonderful traditional dinner decided to have some exercise before going to bed.

It has always been my dream to visit St. Petersburg. Absorbed by Russian history since childhood, I wanted to see it all for myself. Now, thanks to Perestroika, tourists are welcomed into Russia and St. Petersburg with its rich, cultural history is a popular choice.

We flew in from Stockholm and from the air immediately noticed a well-planned city with apartment blocks built in semi-circles with central courtyards and gardens. Not only did this seem practical, but the idea behind the design was to shelter residents from the fierce winter winds. The city was built by European architects in the 18th and 19th centuries and remains one of Europe's most beautiful cities. Straddling the wide River Neva, the city is made up of almost 5o islands connected by some 31o bridges. No wonder the sight of elegant buildings along the canals reminded me of Paris, Amsterdam and Venice.

I hadn't met many Russian people but I had an intense love for their country and traditions and was passionate about art and literature. Russian writers such as Pushkin, Tolstoy and Dostoevsky reach the very soul of ordinary Russians, and this I find intriguing. It was no different when I finally found myself in Russia. People were openly friendly and eager to discuss any aspect of their lives in their beloved Motherland. No matter how bad the economy, somehow these people have the ability to see the positive aspects of their lives, whatever their circumstances. We met an attractive woman from Moscow, and we fast became friends and it was she who invited us into the home of some dear friends of hers.

The apartment block was in an elegant area of St. Petersburg and was probably a palace in the past but now converted into apartments of four floors. The entrance through a narrow hallway was dark and dull and there was an old fashioned lift on the ground floor with steel folding gates that clanged shut, after which the lift moved very slowly upwards. It was quicker to walk up the staircase.

Our host, Yuri Petrochenkov, himself an artist, warmly greeted us at the door. He was tall with gray hair pulled into a tail. His open, friendly manner and twinkling eyes showed a sense of humor and his English with a thick accent made him an entertaining host. Nelly, his wife, spoke little English but understood a great deal more.

We were ushered into their main room, which served as a living-room, dining room and TV area. There was an air of intimacy in the room, as though it was the core part of this family. Many parties, social and political discussions and family gatherings take place here. We were honored to be there and I felt ashamed that I had absolutely no Russian language to attempt to communicate in. Why is it that people of the English-speaking world take for granted that the rest of the world should speak English? I had always meant to learn Russian and had enrolled for courses in the past but they never started because of lack of numbers.

Our meal was a feast in itself. We weren't offered wine, just vodka in little shot glasses and before drinking there is always a toast. Some nine vodkas later, Yuri was in fine form and had found a drinking partner in my husband!

Wandering along the river, we agreed that not only had we found new friends, but we had just spent probably the most enjoyable experience of our trip to Russia. This is what travel is all about to get to the heart and soul of the people and to try to understand and experience a little of what makes others tick.

Admissions officers look not only at the grades that the student has earned. They also look at the level of difficulty of the classes.

The SAT measures reasoning skills in mathematics and language. Students have almost four hours to complete the SAT. The newest part is an essay. Students have 25 minutes to write an answer to a question.

Students may also need to take SAT subject tests in areas like history, science and foreign language.

The ACT is an achievement test. It is designed to measure what a student has learned in school. Students are tested in mathematics, English, reading and science. A writing test is offered but not required. Without it, the ACT takes about three hours to complete. The essay part adds 30 minutes.

as. These diplomas won't look any different from those awarded their luckier classmates. Their validity will be questioned only when their employers discover that these graduates are semiliterate(半文盲).

Eventually a fortunate few will find their way into educational-repair shops—adult-literacy programs, such as the one where I teach basic grammar and writing. There, high-school graduates and high-school dropouts pursuing graduate-equivalency certificates will learn the skills they should have learned in school. Our son was a high-school senior when he had her for English. "He sits in the back of the room talking to his friends," she told me. "Why don't you move him to the front row?" I urged, believing the embarrassment would get him to settle down. Mrs. Stifter said, "I don't move seniors. I flunk(使…不及格) them." Our son's academic life flashed before my eyes. No teacher had ever threatened him. By the time I got home I was feeling pretty good about this. It was a radical approach for these times, but, well, why not? I know one example doesn't make a case, but at night I see a parade of students who are angry for having been passed along until they could no longer even pretend to keep up. Of average intelligence or better, they eventually quit school, concluding they were too dumb to finish. "I should have been held back," is a comment I hear frequently. Even sadder are those students who are high-school graduates who say to me after a few weeks of class, "I don't know how I ever got a high-school diploma."

Passing students who have not mastered the work cheats them and the employers who expect graduates to have basic skills. We excuse this dishonest behavior. by saying kids can't learn if they come from terrible environments. No one seems to stop to think that most kids don't put school first on their list unless they perceive something is at risk. They'd rather be sailing.

Many students I see at night have decided to make education a priority. They are motivated by the desire for a better job or the need to hang on to the one they've got. They have a healthy fear of failure.

People of all ages can rise above their problems, but they need to have a reason to do so. Young people generally don't have the maturity to value education in the same way my adult students value it. But fear of failure can motivate both.
