In America, every student in his or her second year of high school is required to take a c
lass in driver's education.

The course is divided up into two parts: class time for learning laws and regulations and driving time to practice driving. Each student is required to drive a total of six hours. Distance learning has moved far away from the traditional correspondence course, aimed at
the individual student working alone. The global reach of the Internet makes it possible to unite geographically scattered students in a virtual classroom. Methods such as multimedia, video-conferencing and the Internet will increasingly allow students both to proceed at their own pace, and to interact with one another and their teachers.

Even without taking the technology to its limits, the idea of education as a lifelong process is catching on throughout the industrialized world. Already, working adults who pursue their studies part-time make up roughly half of students taking college courses in the United States.

However, there is debate in scholar circles about how far new technology should be used for teaching academic subjects in which personal contacts between teacher and student are still vital. Britain's Open University, for example, a world leader in distance education, has embraced information technology cautiously, believing it to be no substitute for books and the exchange of ideas at live tutorials and summer schools.

But the Open University is also moving with the tide. It has set up a "knowledge media institute" to explore ways of adopting information technology. Some teachers are concerned about this trend, arguing that the heavy investment that students are expected to make in computer and communications equipment contradicts the concept of "open" cost, of course, is and important factor in many developing countries, where few people have computers or even phones. Scores of university halls of residences and lecture theatres in the UK were judged "at se
rious risk of major failure or breakdown" and "unfit for purpose", a secret database obtained after a legal battle by the Guardian reveals.

Some of the most popular, high-ranking institutions, such as the London School of Economics, had 41% of their lecture theatres and classrooms deemed unsuitable for current use, while Imperial College London had 12% of its non-residential buildings branded "inoperable". At City University, 41% of the student apartments were judged unfit for purpose.

Universities argue they have spent hundreds of millions in freshening them up since the judgments were made two years ago and use some of the buildings for storage purposes only.

The government agency that holds the information, the Higher Education Funding Council for England (Hefce), was forced to reveal it after an information tribunal(资讯法庭) ruled in the Guardian's favour, agreeing that it was in the public's interest for the data to be made public.

Hefce is thought to have spent up to £50,000 trying to conceal the data from the Guardian, which requested it two and a half years ago. The newspaper's lawyer, Aidan Eardley, said the case would make it harder for government agencies to withhold information in future.

The database, which aims to help universities compare the condition of their estate with their competitors, shows more than 90% of higher education institutions had at least 10% of their buildings judged below the "sound and operationally safe" category. One in 10 institutions had at least 10% of their estate judged inoperable and at serious risk of major breakdown.

Universities employ surveyors to judge the condition of their estate according to four categories: as new; sound and operationally safe; operational but in need of major repair and inoperable; posing a serious risk of major failure and breakdown. The surveyors also record whether buildings are suitable for student living, teaching and learning under four more categories, from "excellent" to "unsuitable for current use".

Property consultants who advise universities said that, at its most extreme, buildings deemed inoperable could break fire regulations, have leaks and rot.

Man: Yes, it is. Exercise is important not only for the health of your body, but for your mind.

Woman: How does exercise help one's mind?

Man: A person's mood is helped significantly by exercise. There are many physicians who prescribe exercise for those people who don't feel very good about themselves. Exercise is effective as a tranquilizer. Tests have shown that a 15-minute walk can have a more tranquilizing effect than the most-used tranquilizers on the market today. It has been demonstrated that people who exercise suffer less from anxiety and are able to work harder. Lack of physical fitness is often associated with decreased performance at work or in school. One study showed the 83 percent of the freshmen who flunked out the University of Syracuse were in bad physical shape. Conversely, student at Nathaniel Hawthorne Junior High School in Yonkers, N.Y., who were failing were put into a physical fitness program, and their grades picked up. So did their behavior. Exercise also helps you sleep at night.

Woman: What are the chief physical benefits of exercise?

Man: Physically, the most important value of exercise is the way it trains your heart. Students have shown that people who continue to exercise late into adult life live longer and are less likely to die from heart attacks. This is contrary to what people were taught years ago. But it is not how much exercise you get when you are older that's important. A study showed that Harvard football players died younger, on the average, than their nonathletic counterparts.

Woman: For a person who's not an athlete--and never has been--what kind of exercise should one do in adult life?

Man: The best kind of exercise is one that trains your heart. To do that, you must get your pulse up to 120 beats per minute for at least 30 minutes and at least three times a week. Any sport that doesn't do that doesn't really Wain your heart as it should be trained.

Woman: What do you mean by training the heart?

Man: The heart is like any other muscle--the more your exercise it, the larger and stronger it becomes. A large, strong heart doesn't have to beat as often to do its work, so it will take longer to wear out. There are other benefits to the heart from exercise. A heart attack is usually caused by an obstruction of the blood vessels on the outside of the heart that supply oxygen to the heart muscle. When you exercise regularly at 120 beats a minute, you enlarge those blood vessels. There's a type of fat in the blood called low-density cholesterol that many authorities believe is associated with heart attacks. Exercise lowers the amount of low-density cholesterol. Heart attacks may be associated with stress, and studies show that exercise decreases your feeling of stress. It also lowers blood pressure, which is another risk factor in heart attacks.

Man: The sports that are most highly recommended include bicycling, running, jogging, ice skating, roller skating, jumping rope and cross-country skiing. Sleep is a funny thing. We're taught that we should get seven or eight hours a night, but
a lot of us get by just fine on less, and some of us actually sleep too much. A study out of the University of Buffalo reported that people who routinely sleep more than eight hours a day and are still tired are nearly three times as likely to die of stroke--probably as a result of an underlying disorder that keeps them from sleeping soundly.

Doctors have their own special sleep problems. Residents are famously short of sleep. It is not unusual for. them to work 40 hours in a row without rest. They are not in the least worried about it, confident they can still deliver the highest quality of medical care. But an article in the Journal of the American Medical Association points out that in the morning after 24 hours of sleeplessness, a person' s motor performance is comparable to that of someone who is drunk. Curiously, surgeons who believe that operating under the influence of alcohol is grounds for sacking often don' t think twice about operating without enough sleep.

"I could tell you horror stories," says Jaya Agrawal, president of the American Medical Student Association, which runs a website for residents. Some are terrifying." I was operating after being up for over 36 hours," one writes. "I literally fell asleep standing up and nearly planted my face into the wound."

"Practically every surgical resident I know has fallen asleep at the wheel driving home from work," writes another. "I know of three who have hit parked cars. Another hit a 'Jersey gate' on the New Jersey Expressway, going 105kin/h."

"Your own patients have become the enemy," writes a third, because they are "the one thing that stands between you and a few hours of sleep."

The U.S. controls the hours of pilots and truck drivers. But until such a system is in place for doctors, patients are on their own.
